It is the growing complexity surrounding how learning technology gets evaluated, approved, integrated, and governed inside large organizations.  Over the past two to three years, the buying committee for learning technology has expanded significantly. Today, 88% of IT leaders, 82% of Finance leaders, and 83% of Legal leaders say they are more involved in learning tool decisions than they were previously. What was once primarily an L&D conversation now sits inside broader enterprise discussions around security, integration, procurement, compliance, AI governance, and operational risk.  The opportunity for HR is that confidence in L&D has risen alongside that visibility. The challenge is that visibility has not translated into ownership.
